Wei Zhejia and Liu Deyin both won the SIA s highest honorary career in 2025

The Semiconductor Industry Association (SIA) announced on the 29th that Taiwan Electric Power Chairman and Executive Chairman Dr. Wei Zhejia and Taiwan Electric Power former Chairman Dr. Liu Deyin were selected as co-winners of the 2025 highest honorary Robert N. Noyce Award. The two are expected to accept the award at the SIA Awards Dinner in San Jose, California, on November 20, 2025.

SIA said that every year, the Nois award is issued to recognize leaders who contribute to the semiconductor industry in the field of technology and/or public policy. John Neuffer, president and executive director of SIA, said that Dr. Wei Zhejia and Dr. Liu Deyin are the leaders of our industry. They have reshaped modern semiconductor ecosystems at home and abroad and have revolutionized chip manufacturing technology.

SIA emphasizes that with the efforts of Dr. Wei and Dr. Liu, TEK has now become the world's largest chip foundry manufacturer and the cornerstone of global semiconductor supply chains. Under their leadership, NTU plays a critical role in semiconductor industry, developing countless breakthrough technological advances and reshaping computing efficiency, energy efficiency and global supply chains. These breakthrough technologies have promoted the rise of technologies such as personal computing, smart phones, and artificial intelligence. Under their leadership, NTU has significantly expanded its global business and established important manufacturing plants in the United States and other countries.

Dr. Wei Zhejia served as the company's executive director from June 2018 to June 2024 before becoming the chairman and executive chairman of Taiwan Electric. Before joining NTION in 1998, Dr. Wei served as Senior Vice President of Technology at Texie Semiconductor Company and Senior Manager of Logic and SRAM Technology Development at STMicroelectronics. Before that, he served as a technical staff member in the Texas Instrument Research and Development Department. Dr. Wei has a bachelor's degree in electrical engineering from Taiwan Communications University and a doctorate from Jelu University.

Dr. Wei Zhejia said that I am deeply grateful to have won the Nois Award from SIA and to follow the steps of many industry far-farers including Taiwanese founder Dr. Zhang Zhongke. I was very fortunate to share this recognition with Dr. Liu Deyin because it reflects the collective effort and dedication of countless people - our current and former employees, who are relentlessly pushing the boundaries of technology and manufacturing. And our customers also motivate us to innovate every day.

Dr. Liu Deyin served as Chairman of Taiwan Electric from June 2018 to June 2024. Before joining TECHNOLOG, Dr. Liu served as the research manager of the High-speed Electronic Research Laboratory in AT&T Bell Laboratory, and worked in optical communication system research. From 1983 to 1987, he served as the process integration manager for CMOS technology development at Intel in San Clara, California. Dr. Liu obtained a bachelor's degree in electrical engineering from the National Taiwan University. He received a Master of Electronic Engineering and Computer Science and PhD from the University of California, Burkeley.

Dr. Liu Deyin pointed out that winning the Nois award is both a great honor and a huge responsibility, because it motivates us to encourage future industry leaders. I thank SIA for their recognition of Dr. Wei Zhejia and me, and for the many leaders, colleagues and partners including Dr. Zhang Zhongxiu, who support me in making contributions to the outstanding innovation and development of the semiconductor field.

The Robert N. Noyce award was established to commemorate Robert N. Noyce, the joint founder of the semiconductor industry pioneer, Fairchild Semiconductor Corporation and Intel.
